Field notes not ignored before a certain date

When uploading field notes you get a check box indicating if you want to ignore field notes before a certain date (which is normally the last time you uploaded). I had a field note file on my Colorado with some old notes so I left it checked assuming it would ignore the old notes. It did not. All of my old notes were uploaded again. My field note file had 7 caches, 6 old ones that had been logged and 1 new note that I was trying to upload. All 7 were uploaded as new notes.

 

Date of old finds (6): 3/22

Date of last upload: 3/24

Date of most recent log (1) which wasn't uploaded: 3/25

Date of upload: 3/25

This problem seems to be related to general issue of time and timezone around field notes. When I uploaded again today I got some old entries again but it only seems to be the most recent group not all of the entires in my field note file (i.e. there is some sort of cutoff). I'm assuming the site calculates the cutoff time based on the last field note but it must not be doing the same reverse produce to determine which logs to not load on the next upload of the field note file.
