I know a lot of the merchandise Costco sells is not available at all their locations so you might not find them at a store near you. I found the boxes today in a San Diego area store. Could be the color balance or lighting, but they're not as dark as the military cans I've seen, both in nine years of geocaching and 22+ years of military experience. And they are in too god shape to be refurbished surplus. I'm betting the manufacturers finally figured out there was a market for these outside of military contracts and started taking advantage.
