Can I make a website a virtual cache?

I had a great idea for a puzzle cache but where I live it won't be much popular.
There are a lot of puzzle caches around here, but they still don't get as many finds as traditional caches. But don't let that stop you. If it's a great idea for a puzzle cache, then go ahead and create it. Those who are interested in it will enjoy it. The rest will ignore it. That's okay.

No. All caches need a physical container and a logbook, except for earthcaches (geology lesson) and event caches (gathering of geocachers). Geocaching.com stopped publishing new virtual caches in 2005.

Besides a physical container but also physical location.

I would still like to hear your idea. :) What kind of website did you have in mind, and why do you think it would make a virtual cache if I may ask?
