Hiding a cache but Red Circle with no caches are within 518 ft

When we were looking for a spot for hide we noticed two red circles on the Geocaching planning website that don't have caches within the circle. We've solved most of the local puzzles and multi's but the finals wouldn't show up on the map anyway.

What would cause a "red" circle on the map when there's no cache within the zones? ( I've even searched archived caches )

The question is more out of curiosity than anything else, so please be kind.

Since the OP is a basic member, my guess is that there's Premium Member Only caches in the area.

Sorry, we have a PMO account and my basic account. I've checked the map on both accounts. Please let me know if you want more specifics on the locations in question. Again, it's more of a general question that probably doesn't only apply to us.

Archived caches have been removed from the map, and don't come into play with saturation issues.
