+Gitchee-Gummee
Yes -- but.... Tourism promotion is not generally considered as "commercial". Commercial promotion is usually directed at "for profit" businesses. To easily answer the underlying question... Are they trying to sell you something? No. Quote Link to comment
Mr.Yuck
Well, that is an official Geotour, as seen on this page on Geocaching.com (newest one listed). I think they're fine with "commercialism" when they partner with an entity. Or even more informal relationships, like this cache I've found in a Virgina State Park, with a 0 find account named for that particular State Park being the cache owner. Hypocritical? Nah, not really, goodwill with the land managers and all that stuff. Quote Link to comment

+Touchstone
Geotours are specifically developed with the help of Groundspeak. The wording on the Listing page is approved by Groundspeak. Groundspeak does not concern itself with commercialization of State and Federal Lands. That topic you'll have to take up with your State and/or Federal Representative Quote Link to comment
