Timing begins with the first shot.
Person A fires 5 shots in 5 seconds.
Person B fires 10 shots in 10 seconds.
Who is the quicker shot?

They are both firing 1 shot/second, except that the time begins WITH the first shot. So, Person A actually fires 4 shots over 5 seconds, and B fires 9 shots over 10 seconds. Person A's rate is then .8, and person B's rate is .9 - person B is slightly, very slightly, faster. Does that make any sense???

That is essentially correct. Person A fires a shot every 1/25 seconds, person B fires fires a shot every 1.111~ seconds.
As for turning ix to a 6, I know that one and will let it be

The difference between deaf and dead = 2?
The difference between fed and bed = 400?
The difference between beef and beaf = 40?
All three of these questions are closely related to each other. If you are able to solve any of these the others will be obvious to you. If you cannot apply your solution to all three questions then you need to start over.

I've solved the math, but don't know how to answer it. Each letter is in a "tens" position, ie: ABCD is A(1000s), B(100s), C(10s) and D(01s). I guess when each of these letters is multiplied by it's 10s strength, the math works out.

There are more math systems than just base 10.
But I'd say you are probably on it.
