Do free topo maps exist for France or Europe. I am a new Oregon owner so apologise if this has been asked before.

They are no free topo maps for France like some countries.
IGN sells this kind of data even if it's a public establishment.
If you want free, go to the OpenStreetMap project.
Here, they are some garmin pre-build map for France with alternative TOPO information but don't expect all information available in Garmin Topo France v2 (with IGN data). I can encourage anyone to participate to this project.
