I am a teacher with a summer program that is need of a guest speaker. Our organization is hosting 5-6th grade students for geocaching summer camp. I was told that each state and/or town has overseers of the new caches placed and was recommended on asking one of those individuals. Does anyone know how to locate who those individuals are? I live in Portsmouth RI. Any information would be helpful.

Sounds like you're talking about the volunteer reviewers. Visit any individual cache page and check the very first log, it should be the reviewer who published the cache. Click on their name and you can send them an email that way. They won't necessarily be local though...
You may have better luck finding a local cacher who is willing to help out. Again, just check a few cache pages to see who is active in your area.

You might want to try posting in the New England section of the Forum to contact people who are local to your area. On the first page of the Forums, scroll down to the Geocaching Groups by Region/State.
