At least on the iPhone, Steve Jobs won't give me access to the file structure using safari so the upload button will not work. I use an alternative browser, icabmobile, that lets me upload photos to the site. It could be the same on the iPad.

The upload option comes AFTER you submit the log (on the review page). It should be in upper right corner.
If that fails, you can go the log that you already submitted and the bottom line of that log box says:
View / Edit Log / Images Upload an Image for this Log.
Click on that line, and it will allow you to upload.

You didn't read the OP correctly. The OP never said the website is not giving him an opportunity. He's using an iPad, which runs iOS, Apple's mobile operating system. On your browser on your computer at home, clicking Browse on the Upload an Image for this Log page will open a dialog box similar to a Windows Explorer or Finder window, allowing you to navigate through your computer's file structure to the exact photo you want.
iOS is different. iOS is supposed to be smooth, shiny, and simple. The user is supposed to know iOS only as the little tiles on the home screen that you touch to launch apps. Like a fake smile intended to hide the wearer's true emotions, no one is supposed to know the truth behind those little tiles. So iOS doesn't let apps open a Browse screen. Certain apps, such as icabmobile, can directly open your iDevice's photo library to allow you to select a photo, but not Safari. If the Browse button is clicked in Safari, nothing happens.
