The GC number is assigned when you submit the cache page via this online form.
This link will answer all your other questons.

Be sure to read the guidelines (linked in my signature) before placing a cache - make certain your proposed hide fits nicely into all of them and it will be published quickly.

Read the guidelines.
Yes, they are important, and well worth reading -more than once!
And, as you are in the UK, it's worth reading Follow the arrow Hiding a cache, written by one of the UK reviewers. Lots of tips and advice to help get your cache published with as little agro as possible.

You can preliminary set up your cache page with a nearby location. This will give you your GC number.
Then you can finish your cache, including putting the GC number on it, and take it to the location, and get your best accurate coordinates.
Then go back to the cache page, update the coordinates, and then enable it.
The reviewer will not see the listing until you enable it.
