A couple questions

What is the members tab? I thought it was for premium members but even though I upgraded it still says that I can't access it.

How do you know when there's new caches?

The members tab in the forums? Just ignore it. It's just a part of the off-the-shelf forum software Groundspeak uses that they've chosen not to enable due to performance issues. I don't think there's really much in there to miss anyway.

It's a hangover from previous forum software.
After a 'recent' update of the forums it was turned off, as there are too many members and it was felt it was slowing the forums down.

New caches?

Log out of the forums and back in. That will fix it.

if I just want instant notifications for caches that people hide then what type do I sign up for, Earth cache? Seems like all the choices are affiliated with some kind of event or special group.

The non-event cache types that can still be hidden are (in alphabetical order as shown on the notification creation page):
Earthcache
Letterbox Hybrid
Multi-cache
Traditional
Unknown
Wherigo

All the other cache types are either events or types that can no longer be hidden. If you want notifications for more than one type, you'll have to set up separate notifications for each.

Does anyone know if this is still the case? I don't want to have to set up multiple notifications to cover the publication of different cache types for the same location :(

Yes, you have to do a separate notification for each type of cache. I don't think there's any short cut, e.g. one notification to cover all caches published. See here: Add / Edit instant notifications.
