EasyMPS from http://www.iancowley.co.uk/caching/
GPSBabel from http://gpsbabel.sourceforge.net/
Are two that can open GPX files and convert them to other formats.

Try QuakeMap - especially if you have a newer XP computer, and Garmin or Magellan GPS. Just drag and drop your GPX files into QuakeMap window, and see them instantly.

The most comprehensive list of GPX enabled applications that I know of is on the GPX developer's site at http://www.topografix.com/gpx_resources.asp
While I'm partial to GPSBabel for my needs, since you don't say what your needs are, it's hard to make a recommendation so I'll stick to the question you actually asked instead of the implied one.
